I think the point that there has not been enough stakeholder recommendation through the commission is well-taken.
I was chewing over your metaphor generally and I think - not to over-extend it - that it's actually swapped around. The legislature is more like the general manager and the governor is the team captain. The executive branch's job is to execute the laws that the legislature creates. We've fallen more and more into the trap of the overpowered executive branch especially at the federal level. They're co-equal with different responsibilities.
I was also debating with myself whether the judicial is the referees or the league. Could go either way!
